Through the United States
There has been a long established practice of permitting voting by mail
through the use of "Absenteee Ballots."

This was initially to accommodate people, such as solders on active duty, who could not be present in their home voting district on election day.

Over the years, many states have relaxed the restrictions on voting by mail.
They now typically accommodate anyone who finds it more convenient
to vote by absentee ballot and not having to stand in line at their polling place.
Oregon
First state to convert to all voting by mail

-- In 1995, Oregon becomes the first state to conduct a primary election entirely by mail.
-- In 2000, Oregon becomes first state to conduct a presidential election entirely by mail.
Washington
-- By 2009, all but one of Washington's 39 counties had switched over to voting by mail (Pierce County maintained polling places through 2013.)
-- In 2014, the entire state of Washington went 100% voting by mail.
Colorado
-- In 2013, Colorado started holding all elections by mail.
Most other states
Voting by mail, while not mandatory, continues to be permitted through the use of Absentee Ballots.
